Lead
paint can be found on the outside of a home or on the inside, particularly
around windows, sills and other painted woodwork. This poses a health
threat, especially to children. Removing lead paint from a home
is often a costly and difficult undertaking. CTI's Get the Lead
Out Program provides low-cost financing to owners of 1-4 family
homes to remove lead paint and reduce the threat of lead paint poisoning
in children.
Funded
by MassHousing
and the City of Lowell,
CTI is proud to offer this program to homeowners in our region.
Borrowers must meet certain income
guidelines in order to participate in the Get the Lead Out Program.
Eligible
Borrowers Include:
- Owner-Occupants
whose income does not exceed MassHousing home mortgage program
income limits.
- Owner-Occupants
earning between current MassHousing income limits and
up to 150% of area median income with a lead paint poisoned
child as determined by the Massachusetts Department of Public
Health.
- Investor-Owners
who rent their property to income eligible tenants
(eligible tenant income is the same as defined for owner occupants
above).
- Nonprofit
Organizations that own properties and will rent to
income-eligible tenants.
Loan
amounts and interest rates vary depending on the type of property
and the type of ownership. The following limits are applied to
property type:

All
of the financing available under this program must be used for
lead paint removal activities. Deleading that was
started prior to loan closing is ineligible and CTI will not reimburse
borrowers or contractors for work that started before the loan
closing.
Interest
Rates vary depending on the type of ownership.

Owner
Occupants may be eligible to receive a 0% deferred payment loan
that is due upon the sale, transfer, or refinancing of the property.

Owner
Occupants earning up to 150% of are median income may be eligible
to receive a 3% fully amortizing loan.

Nonprofits
may be eligible to receive a 0% fully amortizing loan.

Investor
Owners may be eligible to receive a 5% fully amortizing loan.
