Steve Joncas, Chief Executive OfficerCTI's commitment to creating and expanding affordable housing led to the creation of Common Ground Development Corporation, a subsidiary of Community Teamwork established in 2002. Common Ground's mission is to develop new affordable housing for low and moderate income persons and families in the Greater Lowell area.

Under the leadership of Steve Joncas, Chief Executive Officer and Tom Galligani, Housing Development Consultant, Common Ground Development Corporation has extensive experience in developing and managing affordable housing projects in Lowell and throughout the Merrimack Valley.

Common Ground's most recent accomplishment is the completion of the Stony Brook Project consisting of 15 units of affordable housing in Westford through a partnership withStony Brook, Westford, MA the Westford Housing Authority, the Westford Affordable Housing Committee, and the Massachusetts Housing Partnership (MHP). Five of the apartments are for people at 30% of median income or below, five at 50% of median income, and five at 100%of median income.

In addition to Stony Brook, Common Ground has a number of other projects under development. These include:

  • Milly's Place - The acquisition and rehabilitation of CTI's Homeless Family Shelter located at 360 Pawtucket St. in Lowell.
  • Merrimack St. - The purchase and rehabilitation of a three-decker building that will house a second homeless shelter for six families.
  • Broadway St. - The purchase and rehabilitation of this nine-unit rental property to house families who earn less than 50% of the area median income.
  • Sagamore St. & Pawtucket St. - The purchase of two vacant lots from the City of Lowell on which to develop two duplexes. These owner occupied units will be sold to families earning 80% of area median income and rented to families with a project-based rental voucher from the Lowell Housing Authority.
  • Worthen St. - The development of a vacant three-story historic structure into three condominium units to be occupied by first-time homebuyers.
